- Proposed an amendment to rule R590-277-4 regarding prohibited policy provisions. The rule is being amended to allow an insurer to exclude from coverage losses that come as a direct result of an insured driving under the influence. The subsection sets forth the parameters for such exclusions. The earliest possible effective date is April 21, 2020. - Published Bulletin 2018-03 regarding application and renewal fee exemption for certain military individuals and spouses. This Bulletin is to notify an individual producer, surplus lines producer, limited line producer, consultant, managing general agent, reinsurance intermediary, independent adjuster or public adjuster of changes to the Insurance Department's fees pursuant to 2018 General Session Senate Bill 227, Licensing Standards for Military Spouses. Senate Bill 227 amended Utah Code Annotated §§ 31A-23a-104 and 31A-26-202 to provide a license fee exemption for military individuals and spouses applying for a Utah nonresident initial license, or a license renewal, on or after May 8, 2018. An individual, or the spouse of an individual who is serving in the armed forces of the United States, is exempt from the licensing fee while: (1) the individual is stationed within this state; (2) the individual or spouse who is applying holds a valid insurance license issued by another state or jurisdiction recognized by the department; and (3) the license held in the other state is current and in good standing in that state or jurisdiction. REGULATORY ACTIVITY:
- Posted notice of proposed amendment to rule R590-267 Personal Injury Protection Relative Value Study Rule. The purpose of this rule is to establish a reasonable value of services and accommodations for the diagnosis, care, recovery, or rehabilitation of an injured person under automobile personal injury protection coverage as described in Subsection 31A-22-307(1)(a). As required by Subsection 31A-22-307(2), the reasonable value is based on the 75th percentile of medical, dental, and chiropractic charges, as they presently exist in the most populous county in this State.

LEGISLATIVE ACTIONS:
- Senate Bill 27
This bill modifies provisions related to the recovery of costs for repair of damages caused by motor vehicle accidents. This bill provides for government entities to contract with third parties to recover costs for repair of damages caused by motor vehicle accidents; clarifies the fees that a third party may charge for services to recover costs for repair of damages caused by motor vehicle accidents; and makes technical changes. Effective Date May 9, 2017.
