Posted notice of adoption of NJAC 11:1-20.2 regarding insurance consumer protection. The following was the notice and the adopted rule language: Filing of Complaints Regarding Renewal, Non-Renewal, and Cancellation Notices, Notice of Administrative Change Take notice that the Department of Banking and Insurance (Department) is correcting the PO Box number found in the publication of the notice of adoption of N.J.A.C. 11:1-20.2(h), as published in the May 20, 2019, New Jersey Register at 51 N.J.R. 767(a). This notice of change is published pursuant to N.J.A.C. 1:30-2.7. Full text of the changed rule follows (additions indicated in boldface thus; deletions indicated in brackets [thus]):
SUBCHAPTER 20. RENEWAL, CANCELLATION, AND NONRENEWAL OF COMMERCIAL AND HOMEOWNERS INSURANCE POLICIES
11:1-20.2 Renewal, nonrenewal, and cancellation notice requirements
(a)- (g) (No change.)
(h) All notices of nonrenewal and cancellation, except those for nonpayment of premium, must contain a statement that shall be clearly [page=20] and prominently set out in boldface type or other manner that draws the reader's attention advising the insured that the insured may file a written complaint about the cancellation or nonrenewal with the New Jersey Department of Banking and Insurance, Office of Consumer Protection Services, PO Box [329] 471, Trenton, New Jersey [08625-0329] 08625-0471. The statement also shall advise the insured to contact the Department of Banking and Insurance immediately, in the event he or she wishes to file a complaint.

LEGISLATIVE ACTIONS:
- Assembly Bill 3402
- The enacted legislation mandates that auto insurance payers of medical bills must be able to accept the bills electronically from the providers. All providers must submit medical bills electronically if they submit more than 25 bills monthly. The legislation requires the use of the ASC X12 005010 format. The legislation became effective January 16, 2018 and all parties subject to the legislation must comply no later than September 16, 2019. Effective Date January 16, 2018.

- New Jersey has adopted Medical Protocols for their PIP program. The effective date is October 17, 2016; the operative date is April 17, 2017.

- Published its schedule of disabilities and maximum benefits exclusive of amputations and enucleation
- New Jersey has adopted Medical Protocols for their PIP program. The effective date is October 17, 2016; the operative date is April 17, 2017.
- New Jersey just enacted legislation that requires providers to transmit and for payers to be able to receive medical bills electronically. The bill is effective on the day it was signed into law November 14thn 2016 however, compliance is delayed by 18 months to give the state time to adopt guidelines and for payers to be in compliance with those guidelines. It also exempts providers that bill less than 25 bills per month from compliance with electronic submission. It is anticipated that the state will adopt the IAIABC e-billing guidelines which we are already in compliance. The bill does not require payers to submit the medical bills to the state electronically so all it does is require electronic submission and acceptance of a medical bill.
